Exploring AI Risk Assessment at the Council of Europe

Stephanos Kyprianou from our team at Capacitor Partners is currently taking part in the HUDERIA Academy at the Council of Europe in Strasbourg—a three-day training initiative dedicated to AI risk and impact assessment. Organised with the support of the Alan Turing Institute, the event runs from June 16 to 18 and brings together experts, policymakers, and practitioners from across Europe.


The Academy is focused on equipping participants with practical tools for assessing and mitigating the risks associated with artificial intelligence systems. It introduces the HUDERIA methodology—designed to guide structured, multidisciplinary assessments of AI applications before deployment. The agenda combines expert-led sessions with breakout workshops, where participants work in groups to evaluate real-world scenarios using HUDERIA’s step-by-step framework.


Among the highlights are sessions led by Dr. Murielle Popa-Fabre and Dr. David Leslie, offering perspectives on how to translate high-level ethical principles into operational processes. Discussions explore challenges such as algorithmic bias, explainability, and unintended consequences of automated systems, underscoring the importance of embedding accountability, transparency, and human rights considerations into AI development.


The format encourages collaboration among attendees from diverse backgrounds—including law, technology, public administration, and ethics—enriching the group work and highlighting the value of multidisciplinary approaches.

The HUDERIA Academy forms part of the Council of Europe's broader commitment to advancing responsible, human-centric AI governance. As regulatory frameworks around AI continue to evolve, initiatives like this offer a critical space for cross-sector dialogue and applied learning.
